An oddly dressed and obnoxious man repeatedly steps in front of cameras recording the eponymous event.

Review:

A one-joke half-reeler most famous for introducing the tramp outfit, which Chaplin reputedly improvised on the set of Mabel's Strange Predicament, but then this got released first. The film is in a sense an 'actuality', a record of a unique children's version of the annual races, though the camera crew is part of the fictional overlay.
